Auditing careers with the OIG provide you with challenging assignments,
job satisfaction, and professional self-esteem. The OIG is an independent
activity that conducts and supervises audits and investigations
of HUD programs and operations. In addition to conducting audits
within HUD, OIG also audits recipients of HUD funds including state
and local governments, housing and redevelopment authorities, mortgage
companies, privately owned multifamily apartment complexes and nonprofit
organizations. As an OIG Auditor or Financial and Program Evaluator,
you will be charged with identifying ways to improve HUD programs
and operations, so that HUD can become more responsive to the needs
of the American public. The OIG Headquarters Office of Audit consists
of the Technical Oversight and Planning Division, Financial Audits
Division, Headquarters Audits Division, and Information Systems
Audit Division. In addition, the OIG Office of Audit has 9 Regional
Offices that operate 23 Field Offices in major cities throughout
the United States.
Employment Opportunities
Most of the people we hire as auditors are recent college graduates
with accounting majors. Some have degrees other than accounting,
such as business management, finance, or some other related field.
In addition to having fundamental accounting skills, OIG Auditors
must be able to analyze problems and effectively communicate solutions.
Advancement from the GS-5 or GS-7 entry level to the GS-13 level
can generally be achieved within 4 to 6 years depending on performance.
Promotions above the GS-13 level are done on a competitive basis.
Those who demonstrate further potential may advance to management
positions.
Recruiting Bonus
Due to difficulties in recruiting auditors for certain cities we
may pay a recruiting bonus of up to 25% of base salary. When this
is the case, it is specified in individual vacancy announcements.
Accelerated Promotions
We have an accelerated promotion program available to entry level
auditors. By providing intense classroom and on the job training
to entry level auditors, we are able to promote them to the next
grade in only 6 months, either from a GS-5 to 7 or GS-7 to 9.
Training and Benefits
Entry level Auditors attend a 2-week basic training course in
their first year. This is supplemented by individual training programs
which include both classroom and on-the-job training. OIG Auditors
receive a minimum of 80 hours of continuing professional education
every 2 years. We encourage our staff to continue their educational
pursuits and to enhance their technical skills. We also encourage
our staff to participate in professional organizations and obtain
professional certifications.
Qualification Requirements - GS-511 Auditor
GS-5 level applicants must be willing to travel and should have:
A bachelors degree from an accredited college or university with
an accounting or related major which was supplemented by at least
24 semester hours in accounting; or At least 4 years of experience
in accounting or an equivalent combination of accounting experience,
college-level education, and training that provided professional
accounting knowledge. The applicant's background must also include
at least 24 semester hours in accounting or auditing courses, or
a certificate as a Certified Public Accountant or a Certified Internal
Auditor, obtained through a written examination.
In addition, applicants for the GS-7 level must have 1 year of graduate
level education, superior academic achievement, or one year of experience
equivalent to at least the GS-5 level.
Qualification Requirements - GS-501 Financial and Program Evaluator
Applicants will be evaluated on the extent and quality of their
education and experience. All applicants must be willing to travel.
Applicants for the GS-7 level should have 1 full year of graduate
level education, superior academic achievement, or 1 year of specialized
experience. * Program Auditors will be able to advance to the GS-11
level only. Applicants will need at least 24 semester hours in accounting
to compete for Auditor, GS-511, positions.
